Is there a way for non wordpress users to follow your blog. A friend of mine tried to follow my blog but it said they need a wordpress account

WordPress blogs support RSS feeds as well.
So you might want to ask them to look for online RSS readers and subscribe to your site from there.
Take note, nearly all online RSS readers require a login as well. However, once you’ve an account, it can be used for any site that supports RSS feeds.

Your visitors can subscribe to your blog via email without creating a WordPress.com account. They can follow the steps from here:
https://wordpress.com/support/following/#without-a-word-press-com-account.
You can also add a Subscription Form to any post or page on your blog:
https://wordpress.com/support/wordpress-editor/blocks/subscription-form-block/.

And what’s the difference between the wordpress follow button and the Subcription form for people to follow my blog. Or are they both the same

Hi there,
The subscription form will allow anyone (does not have to be a WordPress.com account holder) to follow your site. All they need to do is add their email address and they will get updates in their inbox.
The “follow button” is specific to WordPress.com and offers WordPress.com account holders a simple one-click way to follow sites, no email address needed.
In your case offering the subscription option will be the least confusing (for visitors) as it will work with anyone!
