Apostrophe2 'featured content' missing from customizer in self-hosted version

I’m using Apostrophe 2 in my wordpress.com site, and I wanted to use it in another site that is self-hosted. In the self-hosted version of the theme, there is no customizer area for Featured Content. I suppose I could go set it in the DB directly, but that seems odd that the Customizer area is absent.
The blog I need help with is: (visible only to logged in users)

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Also, installing Jetpack apparently solves my original issue and brings in the expected Featured Content customization section. That’s a pretty handy way to bridge between the balance of features between wp.com and wp.org.
