Is it true that I need a business account to have a forum on my blog?

Not necessarily. Though a Business Plan allows you to install custom plugins which can help enhance a forum design, WordPress.com offers the P2 theme which has a very forum-like feel: https://wordpress.com/theme/p2-breathe
You can add users as authors so they can then post. Let us know if you have any further questions or issues. :)

Oh, just to add, the best solution to adding a forum to a current blog without the Business Plan is to create a new website with the P2 theme. You could then follow the steps similar to creating a membership site and invite authors/viewers to it: https://en.support.wordpress.com/tutorials/build-a-membership-website-tutorial/

Thank you for your feedback. I’ll check out the P2 theme. But, I know from experience how arduous it is to re-create a new website, so it will have to be really worthwhile for me to take that route.

It hopefully shouldn’t be too difficult to get your P2 theme working, feel free to write here if you run into any issues though. :)
