Add border (page-screen?)

    hey guys
    i wanna try to add 4px red border to web site.

    for page: 

    @media screen {
#content {
	border-right: 2px solid #dd3333;
	border-left: 2px solid #dd3333;
	border-top: 2px solid #dd3333;
	border-bottom: 2px solid #dd3333;
}

    this is working for pages but i don’t want this

    u can see this is not for page, look like a border to area visible on the screen

    and i didn’t solve (im not using VC-WPBakery) im using Elementor

    btw i don’t wanna use for any spesific page, I don’t want to use it for a specific page, if possible the entire website like exaple link
