I purchased hosting from Bluehost and thought I was on the right track to getting plugg ins when I signed up with wordpress.org. Somehow it keeps linking back to wordpress.com instead. Which one do I need for the premium package that allows plug ins?

If you want to create site via WordPress then you must do it through wordpress.com
Have a look at the different plans for that here:

Wordpress.org is a completely different site from wordpress.com
