  I think that the plugin feature should be added to wordpress.com because this feature allows you to do many things on your website.
  I think that it would be a great idea to add the plugin feature because many people who are new to using wordpress.com just automatically assume that the plugin feature is added only to find out that it is not.

  if you have a specific plugin for a specific use in mind tell us what it is and we may be able to provide a widget solution or another workaround.
