Wordpress.com is a shared platform. Due to security reasons, the Business Plan has a completely different setup, you must upgrade to the Business Plan to be able to install third party plugins and themes.

Just to clarify, it’s not all of a sudden. We’ve required the Business plan to install third-party plugins on WordPress.com ever since we started supporting plugins on our platform. If you previously used plugins on a WordPress site without the Business plan, you were working on the WordPress.org software.
There are some differences between WordPress.com and WordPress.org. If you aren’t sure about them, please check the following page that explains it well: WordPress.com vs WordPress.org.
For WordPress.org sites, you still don’t need any paid plan to install plugins. It appears you were trying to install plugins on your WordPress.com site which is why you were being asked to upgrade to the Business plan.
