Where is the plugins/add -new option on my blog?

Where is the plguins/add-new option? It says on the feedjit.com site that when uploading afeedjit file you must go to plugins/add-new on the left side when you log in but I do not see this. Does anybody know where this is? This is the site that told em to go there

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

Hi, I am a newbie and has the same issue with plugins. I however have the domain registered by NameCheap and hosted by HostGator. The Nameservers was changed in Namecheap. Is there anything I must do in Hostgator regarding nameservers or any other function to be able to use the plugin feature?

club4earth, read the answer macmanx left above. Plug-ins aren’t allowed on ANY wordpress.com blogs. It doesn’t matter whether or not you’ve purchased a domain name upgrade.
