  Hi there,

  In order to use “Plugins & Custom” themes, you need to upgrade your WordPress.com with the Business plan.
  Only WordPress.com business allows you to use the Custom Plugin and Theme feature.

  Correction:
  Only WordPress.com business plan allows you to use the Custom Plugin and Theme feature.
