Trying to start from scratch

I deleted WordPress last month and I’m trying to get back into blogging again. My current email is still on the file, but I cannot access the settings to start from scratch. My domain may have been deleted, but my username is attached to my email and when I try to access anything, in have to pay for a membership. Does free account not exist anymore?
