Time-stamp display dependant on theme?

  I noticed that whereas the date of my posts are shown, the actual time of writing/publishing is not (I use the default theme). I have experimented with different themes and have concluded that this is down to the particular theme chosen.

  Would it be possible to show the full time-stamp on all themes, maybe making the actual time optional for those that don’t wish to have it, or is this up to the person who designed/wrote the theme?
