I want to create a travel blog and photos theme. I am not understanding the fee. Is it one time or annual? Do you have themes you would recommend?

You can have a free plan and a free theme if you want. If you purchase a Premium theme for a free site you own that theme for as long as you keep the site with nothing more to pay. You can see some themes aimed at photography here: https://wordpress.com/themes/filter/photography
If you upgrade to a paid plan then you are charged annually.
