    Can I get access to source code if I opt for premium plan?

    WP.com: Yes
    Jetpack: No
    Correct account: Yes

    The blog I need help with is: (visible only to moderators and staff)

    What you mean by Jetpack: No and correct account: Yes.

    Basically, I want to make sure that, if I opt for premium plan, I’ll get the source code access for the site.

    No, not with a Premium plan. You would need a Business plan for such additional features.
