  Hi, I changed the Web Site to tech.wordpress.com
  Now I get:
  This site is marked private by its owner. If you would like to view it, you’ll need permission from the site owner. Request an invite and we’ll send your username to the site owner for their approval

  Your account does not own the site, https://tech.wordpress.com/. That site belongs to a completely different account, was created over ten years ago, and has been set to private for the past 3 years.

  The only sites in your account are https://tech770193273.wordpress.com/ and https://kiwitech786940216.wordpress.com/, and neither of these sites have had their addresses changed.
