I want to place a word pdf document and powerpoint into my website.
The blog I need help with is: (visible only to logged in users)

You can easily upload the file through media button like as image upload. Upload and insert that into post.
You don’t need any plugin for this.
And wordpress.com don’t support other plugins. The plugin you heard that is for wordpress.org a self hosted site.

Sorry, I realized I don’t want to create a post with the powerpoint and document but to make links for them in on the bottom of the front page by the navigation section.

Yes you can do this with text widget. Or If you want to add the link in menu through menu settings.
First Go to dashboard > Media > Add New
Now Select Files to Upload
When it finished you can see an Edit button. Click on it. It will open a new page. Here you can add caption and description for your documents.
Now look at you right side bar. You see File URL, double click on it to select and copy that. Or if you don’t want to show direct link then copy the permalink which is below the Heading.
Now you have the file link.
Go to Dashboard > Appearance > Widgets
Scroll down Find Text Widget. Select Footer option.Now your right side you can see Text widget is added.
Now put this on

You find the media button at your left side bar. Which is black color. Below Post option is Media option.

If you upload more than one file then you have to copy each link separately. Mean you have to click the edit option on each files.
