  Why isn’t Iraq included in the list?

  Hi @akabalhamdani, unfortunately, our payment processors are unable to accept payments from Iraq at this time. You may continue using the free version of WordPress.com for as long as you wish, though.

  If you have questions on how to set something up, let us know. You also have the option of running your own copy of WordPress.org with another host.
