One site with two themes

I need two sides to one site. One that is for sighted people (pretty with a nice theme, etc.) and one for blind individuals that is text only. The information on both sides will be the same. What do you recommend?

The only way you’ll be able to have two sites with different themes on WordPress.com is to have two sites linked to each other. I don’t really know much about how a site for visually impaired people works, so perhaps you could educate me.
But linking two sites with different themes could be done easily with custom menus on each of them:
