Notifying viewers

I am a viewer of another persons blog and whenever he posts, I get an email notification that he has published an update on his blog. But when I publish a new blog, my viewers do not get an email notice. Why is that? And how can I make it so viewers are notified?
The blog I need help with is: (visible only to logged in users)

A subscriber to a blog will only get email notifications if they have not disabled the setting in their account.
On this page: https://wordpress.com/me/notifications/subscriptions – you will find two options – Default Email Delivery and Block Emails. To receive emails, your site’s subscribers should not have the former set to “Never” and/or the latter enabled.
