Not receiving confirmation email to change email address

Hello,
I want to change the email address of my account but I am being unable to do so. My current email address is no longer receiving new email due to insufficient storage. Hence, I’m not receiving the confirmation email to confirm my decision of changing my current email address. Please help me as because of this situation, I’m not being able to access my own account from any other devices other than the only device that my account information is currently stored in, which might get removed accidentally any day.
