My picture won't attach to the text in my blog

    I am trying to post a blog and it is not uploading the picture that I am attaching. I am trying to write a post and I am uploading a photo where it says to insert photo, but it will not upload it. It stays on 0% and has done this for the past two weeks. How can I get the photo to insert when I am in the text section but want a photo to go along with it?

    Do you also encounter this issue in a different browser? for example Firefox or Google Chrome?
