This is not an IP address issue and wordpress.com sites do not have permanent IP addresses so attempting to direct to them eventually results in failure. You need to select a plan and purchase an upgrade to map from a wordpress.COM URL to to an existing domain.
Add a plan for your site here: http://store.wordpress.com/plans
WordPress.com does not accept incoming domain transfers. You can, however, map an existing domain, that you purchased elsewhere.
In order to remove the .wordpress.com URL and replace that with a domain URL you have to purchase an upgrade. See https://wordpress.com/pricing/
See: Map an existing domain (one you already own) to your WordPress.com blog – if you already have a domain that you registered and purchased elsewhere. http://support.wordpress.com/domain-mapping/map-existing-domain/
What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL to the original content.
Note that each upgrade bundle applies to a single blog only and is for a single year only when it is due to be renewed.
We all pay in full for every upgrade at the time of purchase. Make sure you read the comparison very closely do you know exactly what the restrictions and limitations on WordPress.COM blogging are: http://en.support.wordpress.com/com-vs-org/

Hi I just purchased the business package upgrade and mapped a domain I already have to my wordpress site. How long does it take to finish mapping so my domain will redirect to my wordpress site? Thanks.

Hi @wle2017, if you own the business plan, you can get in touch via chat here:
http://wordpress.com/help/contactIt looks like you’ve removed your plan, but for what it’s worth, after buying plan, you would use the domain credit at https://wordpress.com/domains to specify the domain you want to map.
Then update the domain’s settings at your registrar to point to our servers, and wait a few hours for that to take effect.
