I have two blogs and want to re-register one with a different username and email address (because it will ultimately be changed over to a different user and they will have access only to that blog). Do I need to delete one and remake it or can I use the individual blog settings to change it over? I tried to change it on my own but when I try to change the email and username settings, it changes those settings for both blogs. Please help?

The email address we use to create a username account is our unique identifier. In order to completely separate the blogs that are not associated with each other you register another username account using a different email address, when you are logged out of WordPress.com. Then you add the new username account as an official user of the blog, and designate them as an Admin. Next you transfer one of the blogs to the new username account using this process.
