The theme Staff say this in the sticky post at the head of the themes forum.

Post a suggestion for a new theme
Please give us the theme name, a link to view the theme, and—most importantly—why you like it and would love to have it on WordPress.com.

It’s a clean theme which uses the LD colours without being too bright or overbearing. I’ve seen it used on other (non WordPress hosted) sites and it looks professional, clean and identifiably LD.
