Is it possible to have a staging site with wordpress.com?

Right now I have a self hosted site http://www.cozyworld.ca/. The same host allows me to have unlimited number of staging sites, i.e. http://www.staging2.cozyworld.ca/. In this staging site I can try all changes. If changes are approved, I move the staging site in place of the production one.

The business premium account has lots of themes available, but how to try them without ruining the production site?

No, not really but there is a preview function in the theme customizer we can use. https://en.support.wordpress.com/customizer/

You can try out the Colors, Fonts, and CSS before purchasing the upgrade required to make changes visible to visitors.
