We have code restrictions at wordpress.COM. No javscript widgets or iframes or third party advertising codes can be used on any wordpress.COM hosted sites.
https://en.support.wordpress.com/code/
https://en.support.wordpress.com/code/#html-tags
https://en.support.wordpress.com/code/#javascriptThird party advertising widgets, banners, etc. are not allowed here. You are confusing wordpress.COM hosted sites with wordpress.ORG software installs.
Note this support doc: Monetize Your Site
https://en.support.wordpress.com/monetize-your-site/The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains that have enough traffic to qualify for acceptance into the plan.

https://wordads.co/faq/Additionally, please read http://en.support.wordpress.com/affiliate-links/
1. WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
2. Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
Advertising outside of WordAds at WordPress.com is not allowed.

http://en.wordpress.com/tos/NOTE: A self-hosted WordPress site is what you need. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct e-commerce and edit the database. http://support.wordpress.com/com-vs-org/
This guide will explain how to move your WordPress.com site to another hosting platform: Moving to a Self-Hosted WordPress Site

Right.
I’m not trying to monetize a blog – I’m trying to get people who come to read about the milk bank we are establishing to go to our Indiegogo page. It is hardly advertising!!!
I went to the link you suggested about moving to a self-hosted wordpress site. The link from there to the content I need is broken. Please advise.

You can link to your crowdfunding page but no iframe codes or JavaScript codes will be operational.

HI there,
As @timethief explained it’s not possible to embed iframes here unless we specifically support the service in question. At this point linking to your page on Indiegogo is the only option.
