I get why tags are limited, but why are tags AND categories limited to 15?

    I’m running an allergy-friendly recipe blog. I use categories so that my readers can easily find my blog posts that are relevant to their allergies (nut free, shellfish free, etc). This means that my categories and tags combined are often more than 15 (like 18 or 20). My content is relevant to specific topics (I’m trying not to over tag), and my categories are integral to my blog. Does this mean I will never be able to have my blog picked up in topics? How can you use categories as an internal navigation tool if it then limits your blog from being publicized? Am I using categories incorrectly?
