  A blog is a website. You may call your WordPress.com blog a website, as I do mine. You needn’t create any posts on your website, and may set the front page to display a static page as described in the Set a Static “Home” Page (Front Page) support page. If you do so, assign another page to display posts, even if you don’t create any.
