I created one site here, then a createad a Sign Up Form at aweber.com. But I can’t transfer wordpres.org into my account. I would like to know what wordepress.org FTP address to upload my plugin and sign form code to my wordpress.org’s account

For security reasons, we do not allow users FTP access to their WordPress.com site. What exactly are you trying to transfer?
It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:

Users of WordPress.com-hosted blogs, please note that they do not permit placing forms on your blog. You may want to have AWeber host your form instead, and simply provide a link to the form on your blog.

Ok. I got it.
I just want to include a link of my form on http://www.wordpress.ORG.
In this link https://help.aweber.com/entries/21781118-how-do-i-use-aweber-s-webform-widget-for-wordpress we can see in video a instruction to put a link into wordpress.org, but I can’t find this menu option.could you inform where is this option at wordpress.ORG ?

That video explains how to install the plugin at WordPress.org. Your site portalinterpessoal.com is not a WordPress.org site. It is a WordPress.com site. So you are not able to install plugins.
It does look like their video is pretty outdated, although the directions are mostly the same. You can find directions for installing plugins like the AWeber plugin in your WordPress.org site here:

I bought the domain http://www.portalinterpessoal.com, and I have access to the site http://www.wordpress.org with this userid / password. This also means I have the wordpress.org site or I need to buy a specific domain “.org” to access plugins?

WordPress.com and WordPress.org are two different entities.
Your site portalinterpessoal.com is still hosted here at WordPress.com, which makes it a WordPress.com site. This means that your site can also be accessed through the underlying WordPress.com domain: portalinterpessoal.wordpress.com. At WordPress.com, we provide hosting, support, and tons of features for blogs. Users also have the option to purchase a variety of upgrades to customize the look and feel of their blog.
To have a WordPress.org site, you need to purchase hosting from another company, such as BlueHost or DreamHost. Then you would install the free, open source, WordPress.org software. With WordPress.org, users are provided access to all backend files and can upload custom themes and plugins.
