How to delete or change categories in new Admin

I am trying to either delete existing categories or change their name. I’ve found Support pages that outline how to do this, but they are not for the current Admin screens that I can find. Anywhere I can find the Categories does not include ability to delete/change them. Any thoughts with WordPress’s newest Admin views?

To edit a post (whether it’s a draft or has already been published) and delete a category tag, go to Dashboard → Posts → All Posts in your dashboard, hover over the post title and click the Edit link: https://en.support.wordpress.com/posts/#go-back-and-edit-posts
