How do you do an IP Ban???

There is this guy named Doctor Nunga and hes been commenting. We shared a blog but since he was mean i changed the pass. I got rid of him completly. Then he said bad stuff.

Dashboard -> Settings -> Discussion.
However, this means that any comment by this IP will be marked as spam, there is no option from stopping him going on your blog.
And keep in mind IP addresses are more often than not dynamic meaning it can change and you exclude other people.
At the end of the day though, as long as your password is secure andhe doesn’t know it, there’s nothing he will be able to do.

Is there a way I can IP ban him? I didn’t see anything on how to IP ban him in Settings > Discussion. -
It’s the 4th and 5th option down:
