Uploading themes and plugins isn’t supported here at WordPress.com. Those are special features, available when you maintain and host your site elsewhere, using the downloadable WordPress software.

If you really want to use WooCommerce I’d recommend moving to a self-hosted WordPress, and try something like WooCommerce:
