Okay, so I understand I can not un-delete a blog; and I don’t understand the logic of not being able to re-create it, but why do all my menu buttons, such as My Account and My Dashboard, take me to the screen that says my blog was removed by the author. My account information should be independent of my blog address. Is there any way to rename my account?
I’d like to upgrade my account to a paid account, but am concerned about the lack of flexibility.

Upgrade to a paid account? Paid upgrades apply only to blogs; if you don’t have one, there’s no point getting upgrades. I’m not even sure it’s possible.
If you have no blog, then don’t use the Blog Dashboard button. Use the Global Dashboard, on the far left of the admin bar.
When the time comes that you want another blog, you can register it through there. Then you can purchase upgrades for it if you wish.

Deleting a blog is forever. The URL is not recycled. Deleting a blog takes place only after 3 warnings and a verification link in an email has been clicked by a user > http://en.support.wordpress.com/settings/delete-blog/

We cannot change our username here in the forums, but we can create a nickname that replaces it and displays on posts and on comments http://en.support.wordpress.com/change-your-username/
The unique identifier for username accounts is the email address the account was registered with. The unique identifier for registering blogs is likewise the email address of the username that it was registered under.
There is no such thing as upgrading a free hosted blog to a paid account. The only paid hosting offered by wordpress.com is VIP hosting http://vip.wordpress.com/ We can purchase individual and every specific upgrades for our free hosted blogs. Each upgrade is for one blog for one year only and is annually renewable. No upgrades offered by wordpress.com result in paying wordpress.com for hosting.
All upgrades are ONLY for what they state and for nothing more than what is stated. Purchasin an upgrade soes not change the fact that the blog is tsill being free hosted and the TOS applies to it. Example:

I see that you do have a free hosted wordpress.com blog linked to your username and do not understand what you want help with. Please clarify.

Didn’t mean to hit a nerve with my incorrect terminology; obviously there is not upgrade to a paid account, but rather upgrades, which I have paid for. My lack of understanding stems simply from trying to learn how to use and navigate through WordPress. So far, the process has been just a little frustrating, and was concerned about some of the navigation options before I started handing out my credit card number for ‘upgrades.’
I have the free WordPress blog with upgrades, and it linked to my username. I have manged to figure out how to maneuver around, “the problem is” that the links assigned to the various menu bar options point to the blog that I deleted. I’m not sure I know how to be any more clear at this point. Maybe further messing around with the system will lead me to find a solution.
