This looks to be an issue with the optimal size of the content area where the image is placed versus the actual size of the file placed there. As outlined at the bottom of the official theme documentation here: https://wordpress.com/theme/twentyseventeen. The recommended dimensions for the header image is 2000px wide by 1200px high and your current image is 1440px wide by 2224px high.
You will need to crop and adjust the image accordingly in order for it to appropriately into the given space. You can edit this particular image with your Media Library by following the directions outlined in the following documentation: https://en.support.wordpress.com/images/editing-an-image/. As a safety precaution be sure to keep a copy of the original file as a backup on your desktop as once the edits are complete you may not be able to restore the edited file within your Media Library.
