  Hi
  I would like to confirm that free WordPress does not allow users to install plugins right? How about premium? Can I install plugins? Thank you.

  You are correct. There are a number of different plugins that come automatically with a WordPress.com site (full list here: https://en.support.wordpress.com/plugins/), but you wouldn’t be able to install your own on the free or premium plans.

  In order to use custom plugins, you’d have to switch over to WordPress.org. It’s a big commitment, because the .org version is much more hands-on than the .com sites, but that also allows you to customize a lot more, including having custom plugins.
