For Liebster awards, how do I find out how many followers a blog has

awarding a Liebster award requires that the blog I nominate has fewer than 200 followers…how do I find how many followers a blog has ?

Finding out how many subscribers another blogger’s blog has is not supported. There’s no way to determine that which will be accurate. The award is for new bloggers and that means their blogs will not have much published content.
Also, I hope you understand that blogger created memes like Liebster blog awards aren’t created or sponsored by WordPress.com and have no value other than sentimental value.
New bloggers tend to get caught up in award exchanges and experienced bloggers avoid them accepting like they avoid the plague. If the latter do accept them then they tend to place them on static page. https://en.support.wordpress.com/pages/
If you cannot get backlinks naturally by having bloggers recognize your authority in your niche based on the outstanding value of the unique content in your posts, you can always create a blog award meme to get some (even though Google will ascribe little value to the links). You’re welcome. Hobby bloggers and persona bloggers post create and participate in lots of award memes but the bottom line for a serious blogger is that Google and other search engines don’t place much value on them.
If your blog is a professional blog or a blog focused on a specific purpose and you do not want to create an amateurish appearance, you will be best to steer clear from getting involved in memes. Instead you will publish high quality unique content that cannot be found anywhere else and you will develop and understanding of backlinks and reciprocal links and non-reciprocal links.
