Finding style.css

I am wanting to make a small change to my style.css file but I cant seem to find it. All the things I am reading say to save a copy of this file from the themes folder and edit it, but when I go to my ~/wp-admin/themes.php page I don’t see any way of finding this file.
Can anyone offer me a pointer on how I am supposed to get my hands on it?

I guess another way of asking the question is, can I edit my style.css file without paying the fee for the CSS Upgrade?

First, whatever is telling you to look for your wp-admin/themes subdirectory is for self-hosted blogs. We have no access to that at wordpress.com.
If your blog is self-hosted, you need to be at wordpress.org.
If your blog is at wordpress.com, you’ll find the css editor under Presentation. You can play with it to heart’s content and use preview mode without paying, but to save changes you need to buy the upgrade.
