Feature request – untick 'stay signed in' by default

As someone who uses blogs from a number of different locations I cannot understand why the ‘Stay signed in’ box on the Wp login screen is ticked by default. Surely the people who want to stay signed in will tick it once and then not see it again? So the only people who see it frequently are those who do not want to, or cannot, stay signed in? It’s very irritating to have to remember to untick it every time you login and a security risk because it is too easily missed – it should be unticked by default.
But really my question is – how can I put in a feature request like this to wordpress? I cannot find a mechanism for this.

I thought the “stay logged in” was retentive – but I leave it checked since my PC is in a locked area that only I have access to –

It appears it isn’t retentive – it’s the only service I use which doesn’t act in that way (the most sensible way!)
