edited pictures do not stay edited

I have uploaded some pictures that I want to use in my blog. I would also like to crop and rotate one of the pictures. These are jpeg pictures. I have tried using the edit feature in the upload media section, and also in the insert image when writing my blog. I click save after editing my picture, and also update media, but the picture is still uncropped and unrotated.
What have I misunderstood?

The blog image editor doesn’t include tools for cropping or rotating. You can only do those in an image editing application, then re-upload and insert the new versions.

In my Media Library, clicking the “Edit Image” button (on the media edit screen) does display a page which includes scale, thumbnail, crop and rotation functions.
A variety of problems occur when I try to use this page, but it exists.

There are a bunch of changes. In the edit post page and edit page page, it now sends deleted things to the “trash” where you can recover them. You actually have to go the trash to delete them permanently.
