Customize Permalink

I am having issues typing in a permalink for each of my website pages. When I try to modify the name so that it reflects the actual page title…it brings me to the permalink settings page rather than allowing me to type in my desired page name. Thoughts?

Of which site are you speaking? http://wellnesscucinallc.wordpress.com/ is completely empty, and permalink settings are not accessible on WordPress.com sites except on our business plan.
