Yes, that function would work and you can allow users to login directly, bypassing the WordPress.com login, on the WordPress.com Business plan. However, a few settings must be adjusted first.
Specifically, you will want to deactivate the secure sign-on feature provided by Jetpack so it doesn’t require users to login via WordPress.com.

Those steps require the site to have the WordPress.com Business plan with hosting features activated under My Site > Manage > Hosting Configuration. https://wordpress.com/hosting-config
