Converting Categories to Tags

  When I click on the ‘convert from categories to tag’ link in the dashboard it takes you to an import screen.

  What am I missing?

  That’s correct and what you do is select “Categories and Tags Converter” ie. click that link. Convert existing categories to tags or tags to categories, selectively.
