Changing ownership of a blog

I want to change the ownership of one of my blogs and I found some information about doing it online but when I open up the list of sites that I own transfer blog is not listed underneath the blog’s name. All I see is leave the blog. I went in and tried to remove all the administrator’s but I was not able to remove one of them. I think this may be the person that set up the blog originally. I also tried to change her role to no avail. The blog’s address is macmla.wordpress.com
The blog I need help with is ramblingsofabarrenheart.wordpress.com.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You cannot remove the actual owner of the site.
