Change location the list of tags and categories in an article

Hello,
I like to know if the list of tags and categories (usually located under the article, under the sharing tools) can be moved.
Personally, I use the theme “apostrophe” and I love that the category into which posted the article is leading, next to the date, and that the list of tags can be put at end of article but before the pub so I could write a guide just above stage like “See also the other articles on the same subject.”
I searched, I think it isn’t possible. But I say that with the prenium release (this will be an opportunity to take the plunge) this may be possible by modifying the CSS.
I am almost ready to take the prénium plan (which will also give me other benefits), but be sure I can change that thing obsesses me …

You may be able to shift the tags around a bit using custom CSS if you add the Premium upgrade to your site (so that you have access to Custom Design where you can add CSS). If you decide to do that, feel free to head over to the CSS Customization forum if you need help figuring out the CSS or verifying that it will work: https://en.forums.wordpress.com/forum/css-customization
If you’d rather not add a paid upgrade to your site, as a free workaround, perhaps you could add a link to your post that guides readers to a grouping of posts as you’d like. For example, on this post, you could add text at the end like: For more on RUE LÉON SALVA click here. (And then “here” links to the tag page: https://sottevilleaufildutemps.wordpress.com/tag/rue-leon-salva/. If you click a tag or category on your post, you’ll be taken to the page like that for you to copy the URL and link to it anytime.)

I know it is possible to add a manual link “See more about [link to tag]” and besides, I sometimes does. But I would be it automatic, and don’t have the listed categories and tags here ( I find inappropiate )…
But if I ask this question is that when I look to other blogs, sections in the article are always the same: Sharing and lists categories and tags and item previous / next and comments. One gets the impression that these elements are not editable, this is why I am very wary before entering prenium …
