Change blog domain for default wordpress.com address

I’ve already changed the title of the site, but the instructions found in this support document don’t match what I’m seeing in the admin pages: https://en.support.wordpress.com/changing-blog-address/
When I click on the ‘Edit Site Address’ link, it takes me to The Dashboard > My Blogs page, where I’m not able to see a ‘Change Blog’ link – is it possible that this is a permission that’s only visible to the original admin account that set up the site?
If so, I will forward the instruction page to the people who originally set up the site. But it would help if your documentation included that detail. Otherwise, it’s just out of date entirely.

Yes, the original Admin access is required for such a change.
What I post below applies only to sites hosted by wordpress.COM.
You must be logged in under the exact same username that registered the site to be able to access the site. The person with that account owns the site as there is no such thing as group ownership of a site ie. every site has a sole owner.
The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
*Replace NAME_OF_BLOG in that URL with the actual name of your blog.
I recommend bookmarking that link or memorizing it.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.
If you do not have the required access and someone else registered the site you need to contact the person who registered the account and site under it and have them do what is required, or transfer the site to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

If you check each and every possible email address and account and are not successful gaining access to the blog(s) then you must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery and submit it to the Account Recovery Staff, and provide proof ownership, so they can contact you by email ie. not on these public support forums, which are available to everyone with internet access.Support Staff cannot breach the privacy policy and provide the log-in information. You have to provide proof ownership to Account Recovery Staff to gain access https://en.support.wordpress.com/account-recovery/

Yes, only the site owner can change the blog address. The owner of rootedreps.wordpress.com is scwrud, so they will need to make this change.
The instructions in our support document are for the WP Admin dashboard:

If they hover over the blog name, they will see a link to ‘change blog address’.
