Can't upload a theme to my own .com blog?

Hey! I’ve recently purchased a domain & hosting straight through WordPress. My site was initially jgrblogs.wordpress.com however after my purchase it is now jgrblogs.com. (I’m a newbie to all of this, forgive me for taking this slow.)
I heard about themeforest.net and I was searching through themes and now decided to buy one, however I wanted to make sure I knew how to install the theme before purchasing anything. I soon find that there is no “install theme” option on my dashboard and read that this option did not exist for wordpress.com sites. I am curious if even my purchased domain still counts as a wordpress.com site or simply a .com. Please help, is it impossible for me to upload themes to my site? If so, is a refund possible?

There is no FTP access to free hosted WordPress.com blogs and we cannot upload third party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.

The only themes we can use of firee hosted wordpress.com blogs are found here > Dashboard > Appearance > Themes
