can't delete blog?!!?!

I can’t get onto my /wp-admin of my blog, it goes to a blank page and says Forbidden
You don’t have permission to access /wp-admin/ on this server.Apache/2.2.15 (CentOS) Server at http://www.expatoftheworld.com Port 80
Then i tried to delete the account through wordpress.com and it said to contact support. So here I am.
When i tried to send it it said ‘that method is not allowed.’ ?????????

http://expatoftheworld.com/ is not a WordPress.com site. That site is using the open source WordPress software. Your domain is registered with GoDaddy.com, and it is currently pointed to https://ispiria.net/, so you’ll need to contact them for help regaining access to that site’s WP-Admin page. You can also try the self-hosted WordPress forums, here:

All we can help with on our end is to disconnect the site from your WordPress.com account by removing the Jetpack connection for the site, but we have no control over your site itself, and nothing you do on our end can delete that site from the web. That can only be done from your hosting provider’s end.
Please confirm if you want us to remove the Jetpack connection.
