can I create a website draft first without dealing with hosting?

I’m created a brand new website for my client. They no longer have editing access to their older site. I just want to create a website first, get it approved by my client and have GoDaddy switch from current (outdated website) to my new website using the some URL. How can I do this?

Yes, this is absolutely possible. You can do that by creating an account on wordpress.com
Then create a free WordPress site for example
your prototype site for client.wordpress.com
and then if all goes well, you then can go ahead and proceed to the next steps in transferring a domain via Go daddy to the next wprdpress.com site.
Just know that when you upgrade your plan WordPress offers 1-year domain for one year or two years with your paid plan but if your client already owns the domain then this is no problem transferring it over.

Then after your client approves the work you can transfer the domain from Godaddy here:
