  I’m a designer, looking to start building a site for a client. I’m interested in looking through some templates, and start giving options, but I’m not sure how to start this process without transferring the domain. How do I begin this process on WordPress?

  That just takes me to the same portal where I have to purchase a plan. Is there no way to just explore the WordPress platform without purchasing something or transferring a domain?

  Click on “start with free”. Create a free site with a subdomain ending in .blog or .wordpress.com. If you want a site with a custom domain you need a paid plan.
