Hello,
I want to run website on wordpress cloud. I also need custom domain, template and CSS customization. What plan will suite best for me?

It looks like you will need a Business plan.

Or you may want to take the Premium plan first before getting the Business Plan.

As I see, if I take Premium I’m able to install any of templates for free, even paid ones. Right?

Can I also install any others from other providers like this one?

With the WordPress.com Premium plan you could activate any of the free or Premium themes found at https://wordpress.com/themes
To activate any other themes found elsewhere on the Interweb and really designed for the WordPress.org software (such as those at Themeforest) you’d need to be using the Business plan.
