  Are you talking about the tool to customize your blog which has for name “Custom design”, or is it about another part ?

  Hi,

  not really. It is the banner where I can put my ad in the header.

  I am not sure if the current free version allow to do so? If I upgrade my space the $20+ package, can I have access to the editor fuction where I can put my ad? Please advise.

  There’s no Appearance > Editor on wordpress.com: you’ve been reading the wrong instructions. WordPress.com Support docs:
  http://en.support.wordpress.com/

  And you cannot put ads either:
  http://en.support.wordpress.com/advertising/
